I see some people with massive amounts of views on music videos. Afaik they don't have a license and they're still allowed to do it. These people seem to be fairly random, meaning they don't have awesome channels or anything. Any info is greatly appreciated!
It's the youtube that decides if your video can be monetized or not. If itmusic on youtube's your own creation not violating the copyright for certain countries than you can easily monetize your video.

If the holder of the rights does not bother to defend his position anyone can walk all over him. it is up to the owner to make a copyright claim and prevent his music from being music on youtubeused without permission.
If they don't have rights to the video, they probably didn't monetize the video. If you see ads, it is for the copyright, not for them. For example my vid: has ads, but i didn't monetize it. It's be cause of copyright. Please also give the vid a thumbs up :)
